This kind of welfare system means everyone has a social worker, even those that don't need it,and they have the right to come into your home without a warrent at any time. I don't know what kind of person would want that. I used it with all 3 of my children and found it to be a great benefit. Many new parents, including myself, can feel somewhat out of their element when dealing with the myriad of issues presented in the course of child development, and having resources like this can be very useful.
